Bio

Richard C. Kearney is a professor and former director of the School of Public and International Affairs. He earned his MPA and PhD in political science at the University of Oklahoma. His research and teaching fields are in public administration, human resource management, labor  relations, state and local politics, and public policy (particularly  environmental policy). His recently published work includes State and Local Government (8th edition); Public Human Resource Management: Problems and Prospects (6th edition); Labor Relations in the Public Sector (4th edition); and articles in Journal of Labor Research, Review of Public Personnel Administration, Public Administration Review, and Urban Affairs Review. Professor Kearney has previously served at East Carolina University, the University of Connecticut, and the University of South Carolina. He has taught and conducted research for extended periods of time in the Dominican Republic and Mexico, and was a Fulbright senior lecturer at the University of Mauritius.
