Mathay Selected for Social Cohesion Study Tour

A faculty member in the School of Public and International Affairs will participate in an international program exploring workforce development, public service delivery, education systems and community resilience.

Angelo Mathay, an assistant teaching professor in the School of Public and International Affairs, has been selected to participate in the Social Cohesion Study Tour organized by the American Council on Germany.

The Social Cohesion Study Tour, which takes place June 14-20, is a highly selective transatlantic exchange program that brings together a cohort of American and German professionals from government, academia and civil society. Through site visits, policy briefings and institutional exchanges, participants examine how communities address shared challenges related to workforce development, public service delivery, education systems and community resilience. The program is designed to foster dialogue, exchange best practices and strengthen transatlantic networks.

Mathay serves as an administrative judge with the U.S. Equal Employment Opportunity Commission and teaches Administrative Law in NC State’s Master of Public Administration program. His work focuses on how legal frameworks shape public administration, particularly in areas related to agency decision-making, regulatory systems and institutional accountability.

In the classroom, Mathay connects legal doctrine to real-world governance challenges. His course prepares students to navigate complex administrative systems and understand how law and policy intersect in the delivery of public services.

Mathay’s selection for the Social Cohesion Study Tour reflects his broader engagement in public service and policy work. His career includes experience in civil rights enforcement and immigration policy research as well as service on the North Carolina Human Relations Commission and the North Carolina Advisory Committee to the U.S. Commission on Civil Rights.

Through the study tour, Mathay will engage with policymakers and institutional leaders in Germany and the United States and bring comparative insights back to NC State’s MPA program, furthering its goals of preparing students to address complex governance challenges in a global context.
